How do you spot a polar bear in the tundra at a distance?  The guide’s answer is simple, you look for a rock that moves!  By understanding the landscape and seeing what is out of place within the landscape, you can take the first steps to identifying that there is a bear.

Once a bear has been spotted, there are a number of choices: 
- to move towards the bear and investigate,
- to wait and see whether the bear comes closer of its own volition,
- to look for other bears,
- and so on.

Metering and Billing Accuracy is about understanding your network and billing landscape.  Its about covering the landscape in a way that enables you to restrict the number of anomalies that changes could create (for example - don’t build a pig farm close to a bear’s migration route), to detect anomalies as early as possible and to manage them before they become a problem (scare bears away from peopled areas), and to see how effective those steps are through measurement.
